The four regions show considerable variation in the movement ofthe rates. Eastern Europe and Northern Europe have experienced the most significant falls in the level of crime. In Western and Southern Europe the downward movement has been much smaller. Since the rates were the highest in the early period of 2006-2010 in Eastern and Northern Europe the volumes of overall crime in the four regions have been converging somewhat over the past fifteen years.
