The strong labour market orientation of European policy places particular significance on lifelong guidance and career counselling, and this area has subsequently gained more attention in recent years. ESCO AND THE CONCEPT OF “COMPETENCE” The development of the the European taxonomy of Skills, Competences, qualifications and Occupations (ESCO) began in 2010 and remains ongoing. The overall aim of this initiative is to identify and categorise skills, competences, qualifications, and occupations relevant to the European labour market and education and training systems” and to offer a reference system for other national or sectoral classifications of occupations, qualifications, skills and competences. Another intention is to provide a common multilingual and structured terminology" to describe qualifications, occupations, and skills and competences. In this context skills and competences are seen as a common denominator that links qualification and occupation descriptions. ESCO views skills and competences as a kind of “morphemes” (the smallest grammatical units) of the intended common description language for the labour market and education and training systems.
